Security Information Analyst
Organizational Context
The United Nations Relief and Works Agency (UNRWA) is the largest United Nations operation in the Middle East, employing over 30,000 staff. This role, reporting to the Chief of Security, Policy and Planning under the Director of Security and Risk Management, is crucial for leading the department's analysis and forecasting efforts and supporting governance.
Job Purpose
This role is responsible for monitoring and analyzing security information to assess potential threats to UNRWA personnel, assets, and operations across its fields of operation and the wider region. The incumbent will develop trend analyses, track early warning indicators, and produce situation assessments and risk analyses. A key function is managing and enhancing the Security Information Management System (SIMS) and integrating Geographic Information System (GIS) for risk management. The position also involves strengthening communication channels within the agency, coordinating with stakeholders, and serving as a focal point for protection and gender mainstreaming in security management. Travel within the agency's area of operations is expected.
Responsibilities
Key responsibilities include continuously monitoring security incidents, daily reports, local media, and open sources to identify factors affecting UNRWA's security. This involves developing trend analyses, gathering and validating security information, and assessing conflict vulnerability. The role requires producing situation assessments, field-specific risk analyses, and disseminating timely security information. Management of the Security Information Management System (SIMS), including its enhancement, training, and capacity building, is essential. The incumbent will also supervise the integration of GIS as a risk management tool. Furthermore, responsibilities include reviewing and clarifying security reporting lines, strengthening inter-level communication, coordinating with internal and external stakeholders, and acting as a focal point for protection, gender, and programme mainstreaming in security management. Support for developing strategies, objectives, and managing specific projects is also required, along with travel within the operational areas.
Work Experience
A minimum of five years of progressive, relevant work experience in applied political or security analysis and research at national or international levels is required. Experience in security management, peacekeeping operations, military, police, national intelligence, or other international organizations is also necessary. At least two years of continuous international experience outside UNRWA and the candidate's country of nationality is required for those not already serving in the UN Common System.
