Job Purpose
This consultancy aims to produce a comprehensive study estimating the total fiscal cost of Honduras' National Industrial Policy. The study will break down policy components, instruments, and measures, establishing a traceable analytical framework to link interventions with fiscal implications. It will also analyze the policy's fiscal and financial viability and identify potential internal and external funding sources. The work directly supports ECLAC's mandate in industrial development and technical assistance to the region, contributing to the project 'Regional Integration and Industrial Policy for Transformative Change and Resilience in Latin America'. The findings will inform policy decisions and ensure the sustainable implementation of the National Industrial Policy.
Responsibilities
The consultant will develop a research protocol and tentative study outline, identifying and systematizing the components, objectives, and instruments of Honduras' National Industrial Policy. This includes analyzing its alignment with other national policies and identifying synergies. A methodology for estimating the policy's fiscal cost will be developed, detailing cost structure, classification of expenses, and data sources. The consultant will apply this methodology to estimate total fiscal costs, analyze existing financing, identify and characterize funding gaps, and map potential additional funding sources. A report on fiscal and financial viability will be prepared, integrating cost analysis, financing evaluation, and potential sources. The consultant will also facilitate technical sessions and participate in necessary meetings for the study's development and presentation.
Work Experience
A minimum of 10 years of experience in economic policy or related areas is required. Experience in fiscal analysis, industrial policy, and financial viability assessment is highly desirable.
