Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all, supporting governments and partners in implementing global agendas. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil, focusing on developing and managing activities within the country. This Programme Analyst role supports the Head of the Brazil Office.
Job Purpose
The Programme Analyst is essential for ensuring the effective execution of UN-Habitat's work program in Brazil. This role supports the implementation of projects and their activities, contributing to the formulation and execution of sustainable urban policies. The analyst will collaborate closely with operational and technical teams, ensuring projects meet deadlines, budgets, and quality standards. By managing project documentation, mitigating risks, and ensuring alignment with UN-Habitat's objectives, the role directly contributes to transforming cities into safer, more inclusive, and resilient places, enhancing opportunities for residents and promoting dignity.
Responsibilities
The Programme Analyst is responsible for supporting project planning and implementation, including follow-up, reviewing work plans, and progress reports. They will collaborate with project coordinators on activity planning and execution, performing technical, administrative, and management tasks to ensure projects adhere to deadlines, budgets, and quality standards. This includes managing the project document lifecycle and ensuring systematic archiving. The role also involves supporting risk management by anticipating and mitigating project risks, identifying potential issues, and ensuring technical activities align with quality expectations. Furthermore, the analyst will support the application of organizational procedures and templates, and contribute to strategic guidance on localizing international development agendas and providing technical advice for project execution.
Work Experience
A minimum of four (4) years of progressive professional experience in project/programme management related to urban, sustainable, or social development in Brazil is required. Experience in urban planning, public policies, public administration, or international cooperation is also necessary. Experience with digital tools, software, online platforms, databases, or data visualization and analysis tools is desirable, as is previous experience within the UN System.
Skills
Proficiency in Windows and Office packages, web search engines, and technological tools. Knowledge of project management methodologies, data analysis, visualization, and relevant software. Competencies include professionalism, planning and organization, communication, and teamwork. Familiarity with UN-Habitat processes and procedures is also important.
