Organizational Context
The Department of Operational Support (DOS) in New York provides comprehensive operational support, advisory services, and solutions to entities across the UN Secretariat. The Division of Administration within DOS offers administrative functions, including finance and budget support, to UN Headquarters and global entities. This Finance and Budget Assistant role sits within the OneEO Client Desk 1, supporting DOS, DMSPC, and OICT.
Job Purpose
The Finance and Budget Assistant will support the OneEO Client Desk 1 by monitoring assessed and extra-budgetary resources, ensuring compliance with financial regulations and procedures. This role involves assisting in the preparation of budget proposals, cost estimates, and performance reports by compiling data, analyzing variances, and reconciling transactions. The assistant will review requisitions, manage financial databases, and conduct transactions within the Umoja system. They will also maintain financial records, respond to inquiries, and potentially provide guidance to other staff, contributing to the efficient financial management of supported departments.
Responsibilities
Monitor assessed and extra-budgetary resources, reviewing agreements and cost plans for compliance. Assist in preparing budget proposals, cost estimates, and performance reports, including narrative and supporting tables. Support managers in elaborating resource requirements and conduct research for budget reviews. Monitor budget utilization and propose adjustments. Reconcile complex accounting transactions and review requisitions for accuracy and fund availability. Maintain financial databases, prepare reports, and analyze data for consistency. Coordinate with finance and budget staff, and conduct transactions in Umoja, such as raising pre-commitments and commitments. Keep updated on relevant financial guidelines and prepare correspondence. May provide guidance and supervision to general service staff. Perform other related duties as assigned.
Work Experience
A minimum of seven years of experience in finance, budget, accounting, or administrative services is required. This is reduced to five years for candidates with a first-level university degree. At least one year of experience in data analytics and experience with spreadsheet, database, and word processing software are required. Experience in reviewing cost plans and budget formulation is also necessary.
