Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its International Methane Emissions Observatory (IMEO) is a data-driven initiative focused on reducing methane emissions, a key contributor to climate change. IMEO provides reliable data to support emissions reductions aligned with the Paris Agreement and manages the Methane Alert and Response System (MARS). This role is based in Paris.

Job Purpose

This role supports IMEO's critical work in reducing methane emissions by developing and deploying strategies for government engagement and capacity building. The purpose is to ensure target governments and stakeholders can effectively receive, interpret, and act upon data provided by IMEO. This involves providing technical input to engagement strategies, coordinating with various teams, and delivering priority initiatives. The role contributes to accelerating methane emission reductions globally, aligning with the Paris Agreement and supporting the Global Methane Pledge by translating evidence into actionable methane reduction efforts. The consultant will report to the MARS Programme Manager.

Responsibilities

Develop and implement stakeholder engagement strategies for target countries, particularly in Africa, for the Methane Alert and Response System (MARS). Conduct technical engagement with key stakeholders, supporting initiatives like the Nigeria Methane Emissions Reduction Pilot Programme. Coordinate and deliver training sessions for government and National Oil Company (NOC) stakeholders, acting as a liaison for technical experts. Identify needs for new training content and support its development. Create technical information materials, including memos and presentations, on methane emissions opportunities. Maintain and share updates on ongoing engagements with governments and experts. Conduct research and analysis on country-level methane opportunities, challenges, and priorities. Draft and issue notifications regarding major methane emission events in the oil and gas sector. Attend meetings and workshops, drafting summaries and tracking action items. Coordinate with internal and external stakeholders to ensure alignment of in-country activities.

Work Experience

A minimum of four years of relevant professional experience in environmental, climate, or methane policy is required. Experience coordinating across cross-functional technical, data, engagement, and communications teams is also necessary. Experience with satellite-based methane monitoring and designing/automating operational processes is desirable.
