Organizational Context
The UN Office to the African Union (UNOAU) supports the Office of the Special Envoy of the African Union Chairperson on Women, Peace and Security. This role contributes to continental commemorations and regional studies on the status of Women, Peace and Security (WPS) in Africa, informing future policy and action.
Job Purpose
This consultancy aims to conduct a comprehensive study on the implementation of Women, Peace and Security (WPS) in Sudan, South Sudan, and the Democratic Republic of Congo. The purpose is to assess the current status, evaluate progress and changes over 25 years since UNSCR 1325, and analyze the effectiveness of National Action Plans. The role will identify emerging security challenges, document women's contributions to peace, and generate actionable recommendations to strengthen accountability, inform decision-making, and accelerate WPS implementation, ultimately shaping future policy directions beyond 2025.
Responsibilities
The consultant will systematically collect data from government and civil society sources, focusing on the four pillars of UNSCR 1325 (participation, protection, prevention, recovery) and women's empowerment indicators. This includes conducting surveys, focus group discussions, and key informant interviews. The consultant will perform analytical synthesis, analyzing changes in normative, institutional, and outcome levels related to WPS over 25 years. They will assess the effectiveness of WPS National Action Plans, identify best practices, challenges, and lessons learned. Additionally, the consultant will facilitate consultations with stakeholders and incorporate feedback to refine findings and recommendations, culminating in country profiles and a cross-country report.
Work Experience
Experience working with UN, AU, or other international/regional organizations is highly desirable. Specific experience in Gender and Women, Peace and Security (WPS), political and conflict analysis, and research and analytical report writing is expected.
