Evaluation Consultant for the Terminal Evaluation of the UNEP/GEF project Enhancing Integrated Natural Resource Management in the Tana Delta
Organizational Context
The United Nations Environment Programme (UNEP) is the UN system's designated entity for environmental issues, coordinating policy consensus and monitoring the global environment. This consultancy is based within UNEP's Evaluation Office at Headquarters, reporting to the Executive Director, and the consultant reports to the Evaluation Manager and Director of the Evaluation Office.
Job Purpose
This role serves as an Evaluation Consultant for the Terminal Evaluation of the UNEP/GEF project 'Enhancing Integrated Natural Resource Management in the Tana Delta, Kenya'. The consultant will conduct an in-depth, participatory evaluation using mixed methods to assess project achievements against expected outputs, outcomes, and impacts. The purpose is to provide a comprehensive evaluation report, including an inception report, draft report, and final report, contributing to the understanding and improvement of natural resource management initiatives.
Responsibilities
The consultant will manage the evaluation process, including data collection and analysis, and report writing. Key responsibilities include conducting a preliminary desk review and interviews, drafting the project's Theory of Change, preparing the evaluation framework and protocols, and planning the evaluation schedule. The consultant will also conduct further desk reviews and in-depth interviews, potentially undertake evaluation missions to project sites, and report progress regularly. Finally, the consultant will draft and finalize the main evaluation report, prepare a response to comments, and potentially an evaluation brief, while maintaining positive and participatory relationships with stakeholders.
Work Experience
A minimum of 10 years of technical/evaluation experience is required, preferably including evaluating large, regional, or global programs and utilizing a Theory of Change approach. A broad understanding of Integrated Natural Resource Management (INRM) and knowledge of the UN system, particularly UNEP, are desirable.
