Organizational Context
The UN Resident Coordination Office (RCO) in Niger operates under the UN Secretariat's reformed Development System, supporting national development priorities and SDGs. Empowered by an independent Resident Coordinator, RCOs are integral to the UN 2.0 shift, focusing on data, digital innovation, and strategic foresight. This role supports the Resident Coordinator and UN Country Team in strategic partnerships for SDG achievement.
Job Purpose
The Partnerships Officer provides strategic advice and support to the Resident Coordinator and UN Country Team (UNCT) in Niger to foster and coordinate partnerships crucial for achieving the Sustainable Development Goals (SDGs). This involves developing and implementing a UN Partnership Strategy aligned with national priorities and the UN Sustainable Development Cooperation Framework. The role facilitates engagement with diverse stakeholders, including civil society, the private sector, and government entities, to identify opportunities, manage risks, and mobilize resources. The officer also contributes to knowledge management and capacity development in partnerships and resource mobilization, ensuring effective collaboration and alignment with UN global and country-level objectives.
Responsibilities
The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UNCT partnerships with civil society, the private sector, and other stakeholders to advance SDG achievement. This includes advising on the UN Partnership Strategy, supporting working groups for implementation and monitoring, and liaising with UN entities to define a value proposition for local partnerships. The role serves as a key contact point for external partners, builds interfaces with development partners and government, and supports risk assessment and due diligence for partnership opportunities. Additionally, the officer participates in joint partnership and resource mobilization initiatives, supports pooled fund management, and advises on resource mobilization strategies for Cooperation Framework priorities. The role also promotes partnerships for financing development, prepares briefing papers, contributes to advocacy, and designs innovative proposals to generate financial resources. Finally, the officer contributes to knowledge management and capacity development by promoting collaboration, researching best practices, and maintaining a repository of potential donors.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience in developing partnerships across government, private sector, and civil society is essential. Experience in designing and implementing partnerships and resource mobilization strategies is also required. Experience in UN interagency coordination, promoting knowledge management, and applied partnerships in specific development areas is desirable.
