Organizational Context

The UN Secretariat's Resident Coordinator System (RCS) is undergoing reform to enhance effectiveness in achieving the 2030 Agenda and SDGs. UN Resident Coordinator Offices (UN RCOs), led by empowered Resident Coordinators, support country-level development priorities. This role is within the UN RCO in Maputo, Mozambique, reporting to the Head of RCO.

Job Purpose

This Data Specialist role supports inter-agency UNCT groups and tracks the Cooperation Framework within the UN RCO in Maputo. The purpose is to develop and implement databases, data collection systems, and analytics to optimize statistical efficiency and quality. The role involves identifying and analyzing trends, developing reporting tools, creating data visualizations, and producing data products. It also includes documenting methodologies, collaborating with data engineers and scientists, building data analytics capacity, and supporting project execution. The position contributes to informed decision-making and effective communication of analysis outputs, aligning with the UN 2.0 shift towards data-driven approaches.

Responsibilities

Develop and implement databases, data collection systems, and analytics to optimize statistical efficiency and quality. Identify, analyze, and interpret trends and patterns using statistical methods. Develop and implement analysis, reporting, and quality control capabilities, identifying data sources and process improvement opportunities. Create reports, dashboards, and data visualizations to convey findings to management. Document methodologies and establish data practices. Produce data products like reports and newsletters. Collaborate with internal and external counterparts to request data and share best practices. Stay updated on data analytics trends and technologies. Build data analytics capacity through training. Support project execution with robust data analysis. Identify gaps in national statistical systems and recommend UN responses. Assess model evaluation and conduct outcome-level analysis. Supervise and guide colleagues in data-centric roles. Collaborate on monitoring, evaluation, and learning cycles.

Work Experience

A minimum of five years of progressively responsible experience in translating business requirements into technical solutions is required. Demonstrated skills in data storytelling and visualization tools (e.g., Tableau, Power BI, Qlik, R) are required. Experience in data analysis quality assurance and validation is required. Experience supporting research, data analysis, knowledge management, or project management in development cooperation is desirable.
