Organizational Context
The Staff Employment and Administration Section (SEA) within ICAO's Bureau of Administration and Services (ADB) handles operational HR functions including contract management, benefits, and separations. The Chief, SEA, reporting to the Deputy Director for Human Resources, leads the section in delivering high-quality HR services for international and local staff at Headquarters and Regional Offices, managing a team to enhance client capacity.
Job Purpose
The Chief, Staff Employment and Administration (SEA) provides strategic leadership for the SEA Section, overseeing its activities and ensuring timely, accurate execution of work programs across Staff Administration, Benefits, Social Security & Pension, Medical Clinic, and Protocol. This role involves supervising and developing staff, managing performance, and fostering knowledge transfer. Key responsibilities include developing and executing benefits and entitlements strategies, providing policy guidance, reviewing HR processes for improvement, implementing technological solutions, ensuring client satisfaction, and coordinating with external bodies like the ICSC and UNJSPF. The position also involves liaising with Host Country Representatives on protocol matters and performing other related duties as assigned.
Responsibilities
Provide strategic leadership and management for the Staff Employment and Administration (SEA) Section, overseeing all activities and ensuring high-quality, timely execution of work programs. Develop and implement HR strategies, policies, and procedures, particularly for benefits and entitlements. Supervise and lead section staff, focusing on performance, capacity building, and knowledge transfer. Administer and ensure consistent application of HR policies, regulations, and rules, proposing exceptions as needed. Manage employee benefits programs, including health insurance and retirement plans. Coordinate with UN system organizations (e.g., ICSC, UNJSPF) and Host Country Representatives on staff administration, benefits, and protocol matters. Implement process improvements, leverage technology for HR operations, and establish internal controls. Prepare reports for senior management and governing bodies, and coordinate audit recommendations. Set and monitor performance indicators for service delivery.
Work Experience
Requires a minimum of 10 years of progressive HR management experience, with at least 5 years in the UN Common System or similar organizations. Must have 5+ years of experience supervising HR staff and managing contract administration, entitlements, and benefits. Experience in leading in a changing environment, supporting change initiatives, promoting quality management, and drafting reports for oversight bodies is essential. Experience with innovative HR solutions, strategic HR guidance, and project management is desirable.
