Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the United Nations, aims to foster economic and social development in the region. This Human Resources Officer position is within the Section of Human Resources, Division of Administration in Santiago, reporting to the Chief of the Human Resources Section. ECLAC's mission includes policy design, monitoring, evaluation, and providing advisory services.
Job Purpose
The Human Resources Officer serves as the Deputy Chief of the Human Resources Section, assisting the Chief with assessments and recommendations. This role oversees the administration of entitlements, ensuring consistent application of staff regulations, rules, and HR policies. The incumbent reviews and approves personnel actions, analyzes cases, and advises staff on employment status and benefits. Responsibilities include managing leave recording systems, participating in ERP implementation, and providing guidance on HR data retrieval for payroll and reporting. The role also involves policy interpretation, development, monitoring compliance, and acting as a job classification officer, ensuring adherence to standards and procedures. Additionally, the position supervises the Personnel Administration and Development Unit staff, guiding their performance and ensuring efficient service delivery.
Responsibilities
As Deputy Chief of the Human Resources Section, the incumbent assists the Chief with assessments and recommendations. Key duties include overseeing the administration of entitlements, ensuring consistent interpretation and application of staff regulations, rules, and HR policies. This involves reviewing and approving personnel actions, analyzing cases, and referring exceptions to OHRM. The role requires advising staff on employment status and benefits, guiding the retrieval of HR data for payroll and reporting, and overseeing leave recording systems. Participation in ERP implementation, including data cleansing and staff training, is crucial. The officer is responsible for policy interpretation and development, monitoring new rules, and disseminating HR information. Acting as a job classification officer, the incumbent classifies posts, monitors cases, and represents management in appeals. Finally, the role involves supervising the Personnel Administration and Development Unit, guiding performance, ensuring service delivery, and managing staff development and confidentiality.
Work Experience
A minimum of seven years of progressively responsible experience in administrative services is required, with at least four years specifically in human resources management. Experience in developing or implementing HR policies is also required. Experience in an international organization, staff development, supporting senior managers in HR, and data analytics is desirable.
