Organizational Context
The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, disability, and related benefits to over 90,000 beneficiaries and 130,000 participants across 25 member organizations. The Pension Administration (UNJSPF-PA) has approximately 282 staff across four duty stations. This role is within the Business Transformation Unit (BTU), which supports the Pension Administration's vision of delivering outstanding global service through strategic transformation and innovation.
Job Purpose
The Programme Officer will support the Business Transformation Unit (BTU) in its mission to deliver outstanding global service by aligning transformation initiatives with the Pension Administration's strategy. This involves identifying and implementing innovative approaches to modernize and enhance service delivery. The role contributes to optimizing and streamlining organizational processes, integrating culture into change management, and supporting strategic initiatives. The Programme Officer will play a key role in developing, implementing, and evaluating programmes and projects, conducting research, assisting in policy development, and preparing various written outputs. The position requires effective collaboration with internal stakeholders to ensure the successful execution of change management processes and the achievement of key performance indicators, ultimately driving efficiency and effectiveness within the UNJSPF.
Responsibilities
The Programme Officer is responsible for participating in the development, implementation, and evaluation of assigned programmes and projects, including monitoring progress, analyzing performance, and identifying corrective actions. This includes conducting consulting assignments, facilitating workshops, and assisting clients in developing action plans for change management. The role involves researching and analyzing information from diverse sources, assisting in policy development, and supporting business process re-engineering using lean principles. The officer will design and analyze data collection tools, prepare written outputs such as reports and studies, and provide substantive support for meetings and conferences. Additionally, the role includes coordinating budget and funding activities, preparing related documentation, and utilizing data visualization methods for planning and reporting. The officer will also perform other duties as required, interacting with counterparts and technical staff to ensure efficient operations.
Work Experience
A minimum of five years of progressive experience in areas such as business process re-engineering, lean methodologies, automation, business analysis, change management, or project/programme management is required. Two years of experience in financial services, pension administration, or a related industry is also necessary. Experience within the UN system or a comparable international organization is desirable.
