ENGINEER
Organizational Context
The United Nations Support Office in Haiti (UNSOH) in Port-au-Prince provides critical support to the Gang Suppression Force, UN Integrated Office, Haitian National Police, and Armed Forces. UNSOH also offers technical assistance to the Organization of American States. This Engineer role is within the Engineering Section, Service Delivery Pillar, reporting to the Chief Engineer.
Job Purpose
The Engineer applies professional knowledge to deliver engineering services in a complex, high-threat field mission environment. This involves leading and supervising engineering teams, contractors, and technical personnel for projects, infrastructure, maintenance, and facilities support. The role contributes to planning, implementing, and monitoring engineering activities, ensuring adherence to scope, time, cost, and quality. The Engineer provides technical advice on design, construction, utilities, security works, and contract management, developing short- to long-term engineering plans aligned with operational priorities, security, resources, and mandate requirements. The position also involves preparing reports, ensuring compliance with UN standards, and managing engineering-related transactions within Umoja.
Responsibilities
The Engineer leads and supervises multidisciplinary engineering teams and contractors for projects, infrastructure, maintenance, and facilities support. Responsibilities include supporting the Chief Engineer in planning, prioritizing, and monitoring engineering activities to meet scope, time, cost, and quality parameters. The role involves providing technical advice on design, construction, utilities, physical security works, and contract implementation, as well as developing short-, medium-, and long-term engineering plans. Key duties include preparing engineering reports, ensuring compliance with UN rules and standards, and managing engineering designs, specifications, and contract administration. The Engineer also plans and supervises construction works, oversees the establishment of field facilities, and manages renovation and rehabilitation projects. Additionally, the role supports utility management, infrastructure systems, and maintenance, coordinating with various mission components and stakeholders.
Work Experience
A minimum of seven years of progressively responsible engineering experience, including at least two years at the international level, is required. This includes experience in planning, design, implementation, or supervision of infrastructure, construction, utilities, or facilities projects. Experience in managing physical security works, developing engineering documentation (SOW, BOQ, etc.), contract management, and supervising engineering teams is also required. Experience in a UN field operation or similar environment is desirable.
