Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. This role is based in Port-au-Prince within the Office of the Director of Mission Support.
Job Purpose
The Chief of Section, Information Systems and Telecommunications, P-5, is responsible for conceptualizing and overseeing the design and implementation of major systems initiatives to support digital transformation, resilience, and scalable service delivery. This role provides authoritative technical and policy advice to senior managers on systems provisioning, data center/cloud hosting, network operations, and collaboration technologies. The incumbent leads and directs a team of IT professionals, manages IT infrastructure procurements, and ensures the delivery of high-quality IT services within established parameters. The position also involves developing innovative solutions to complex problems, establishing standards for a stable systems environment, and leading data analysis efforts for informed decision-making.
Responsibilities
Develops and implements IT strategy for digital transformation, resilience, and scalable service delivery. Provides expert technical and policy advice to senior management on IT infrastructure, cloud hosting, network operations, and collaboration tools. Leads and manages a team of information systems and telecommunications officers, including work allocation, coaching, and staff development. Oversees IT infrastructure procurement, needs assessments, and contract management. Ensures the effective operation and quality of IT services, meeting time and cost parameters. Manages onsite user support services, budget, work programs, and spending plans. Develops innovative solutions for critical organizational challenges and establishes standards for a stable IT environment. Leads data collection and analysis to support planning and decision-making, ensuring data accessibility and integration.
Work Experience
Requires a minimum of ten years of progressive experience in IT systems planning, design, development, implementation, and maintenance. This includes at least five years managing large-scale ICT systems and digital transformation initiatives in international or UN organizations. Experience in establishing ICT support in challenging environments, performing security assessments, managing stakeholder relationships, and overseeing ICT budgets and procurement is also required.
