This role supports the project's implementation in Mali, focusing on integrating gender and social inclusion into environmental fiscal reforms.
Job Purpose
The Gender and Social Inclusion (GEDSI) Specialist will ensure the effective integration of gender and social inclusion perspectives across all project deliverables. This includes developing a GEDSI action plan, analyzing the social and gender impacts of environmental tax options, and incorporating inclusive measures into the fiscal framework and roadmap. The role aims to produce a final GEDSI report with recommendations for monitoring social and gender impacts, leading to the adoption of an environmental taxation framework that explicitly integrates gender equality and social inclusion. The specialist will contribute to strengthening climate ambition and action, aligning national strategies, and fostering enabling environments for sustainable development.
Responsibilities
Develop and implement a GEDSI action plan, defining integration objectives, activities, roles, and monitoring indicators. Conduct an initial analysis of the gender and inclusion context in Mali's environmental sector, including existing national frameworks and vulnerable groups. Provide methodological guidance for inclusive consultations, ensuring participation from women's organizations, disabled persons' associations, youth, and marginalized groups. Analyze the gender and social impacts of proposed environmental taxation options, identifying differentiated effects and formulating recommendations for adjustments to the draft framework. Contribute to drafting the social and gender sections of the final environmental taxation framework and roadmap, ensuring the integration of GEDSI monitoring actions. Develop specific modules on 'gender and taxation' for workshops and ensure the final framework incorporates gender and inclusion dimensions.
Work Experience
Requires 7-10 years of professional experience in integrating gender, social equity, and inclusion into sustainable development, climate, environmental, or economic policy projects, preferably in West Africa. Experience in public policy analysis with a gender mainstreaming perspective and conducting social impact assessments, particularly for fiscal reforms or climate investment programs, is crucial. Familiarity with UN agencies, development banks, or governments on gender and inclusion issues is a significant asset.
