UNEP Finance Initiative (UNEP FI) - Lead Expert - Mid-term review of Bank Secondments
Organizational Context
The United Nations Environment Programme Finance Initiative (UNEP FI) is a strategic partnership between the UN and over 500 financial institutions. For over 32 years, UNEP FI has been shaping the international sustainable finance agenda. This role supports UNEP FI's Industry and Economy Division, which encourages sustainable practices and policies among decision-makers in government and industry.
Job Purpose
This role serves as an external operational reviewer for UNEP FI's in-bank secondment program. The purpose is to conduct an independent, evidence-based review of completed and ongoing secondments, assessing their operational, governance, technical, and relational dimensions. The review aims to support the effective completion of remaining secondments, capture key lessons for institutional learning, and provide findings to inform future capacity-building strategies. This is a constructive, forward-looking exercise focused on systemic improvements, not individual performance evaluation.
Responsibilities
Conduct a proportionate review of program documentation, including workplans and progress reports. Perform confidential interviews with stakeholders involved in the secondment program. Identify optimal outcomes and necessary technical support for ongoing secondments. Assess and propose improvements for the operational and governance frameworks, including roles, accountabilities, recruitment, and decision-making processes. Evaluate the technical resourcing, consultant profiles, and support mechanisms. Capture lessons learned regarding relationship management with host institutions and document adaptive management adjustments. Coordinate with a strategic reviewer and present findings to stakeholders.
Work Experience
A minimum of seven years of professional experience in program or organizational review and evaluation, including confidential interviewing and thematic analysis, is required. Familiarity with sustainable finance, nature/biodiversity finance, or financial sector capacity building is necessary. Experience with in-institution capacity building or secondment models is an asset.
Skills
Strong analytical and synthesis skills. Ability to handle sensitive material confidentially and constructively. Tact, diplomacy, and sound judgment. Ability to produce concise, evidence-based written outputs to deadline. Familiarity with sustainable finance, nature/biodiversity finance, or financial sector capacity building. Interest in in-institution capacity building and secondment models.
