Organizational Context
The Economic Commission for Africa (ECA) aims to deliver ideas and actions for an empowered and transformed Africa, guided by the 2030 Agenda and Agenda 2063. The Technology, Innovation, Connectivity, and Infrastructure Division (TICID) supports Member States in promoting inclusive growth and economic transformation through science, technology, innovation, connectivity, and infrastructure development. This Chief of Section role is within the Connectivity and Infrastructure Section of TICID, located in Addis Ababa, Ethiopia.
Job Purpose
The Chief of Section, Economic Affairs, will lead and manage mandated programmes focused on infrastructure (transport and energy) analysis, strategy formulation, and policy development. This role involves identifying emerging development issues related to infrastructure and services, designing programmes to address them, and supervising a team of experts. The Chief will also commission studies, manage expert meetings, finalize reports for UN issuance, and prepare presentations on economic issues. Additionally, the position provides substantive support to intergovernmental bodies, manages the section's contribution to meetings, and represents the division at international forums. The role also involves developing and maintaining relations with member governments, negotiating technical assistance, and coordinating cooperation among Member States.
Responsibilities
The Chief of Section is responsible for leading and participating in the formulation, organization, and management of infrastructure (transport and energy) analysis programs and strategies. This includes identifying new development issues, designing programs to address them, and supervising a team of experts. The role involves commissioning studies, planning and managing expert group meetings, and finalizing development reports for UN issuance. The Chief will also prepare speeches and presentations on economic issues. Furthermore, the position provides substantive support to intergovernmental bodies, offering strategic advice and technical guidance. Responsibilities include managing the section's contribution to meetings, representing the division at international forums, developing relations with member governments, negotiating technical assistance, and coordinating cooperation among Member States. The Chief also contributes to the section's business plan, program of work, and budget, and oversees administrative matters.
Work Experience
A minimum of ten years of progressive experience in infrastructure (transport or energy) or economic research and analysis, policy formulation, and development programs is required. Hands-on experience in regional infrastructure and services development (transport and/or energy) is also required. Experience in data analytics is desirable.
