Programme Coordinator - Temporary
Organizational Context
This position is based in Damascus, Syria, within the Regional Office for the Middle East and North Africa (ROMENA) of the UN Office on Drugs and Crime (UNODC). The role reports to the Deputy Regional Representative of ROMENA, under the overall guidance of the Regional Representative. The incumbent will collaborate with UNODC colleagues at regional and headquarters levels, and other UN Country Team partners.
Job Purpose
The Programme Coordinator will strengthen UNODC's engagement in Syria, particularly following a recent government change. This temporary role aims to bolster UNODC's presence and capacity on the ground to promote its mandates. Key functions include advocating for UNODC's core areas with national counterparts, donors, and the UN Country Team; advising the UN Resident Coordinator and senior officials; representing UNODC's interests; and promoting partnerships. The role also involves developing and managing UNODC activities, mobilizing resources, coordinating with other UN entities, and ensuring the strategic direction and sustainability of UNODC's operations in Syria.
Responsibilities
The Programme Coordinator is responsible for positioning UNODC with national counterparts, the UN Country Team, and donors, advocating for UNODC's mandate areas and their inclusion in planning documents. This includes advising the UN Resident Coordinator and government on drug control, crime prevention, and counter-terrorism initiatives, promoting UNODC standards, and analyzing data for informed decision-making. The role involves strategic direction and management of UNODC activities in Syria, significant resource mobilization efforts, and coordination with other UN entities to identify programmatic priorities and synergies. The incumbent will develop a sustainability plan and resource mobilization strategy for UNODC's presence. Responsibilities also include coordinating and overseeing drug control, crime prevention, criminal justice, and terrorism prevention projects, ensuring effective financial management and reporting, and preparing high-quality written outputs and representing UNODC in meetings.
Work Experience
A minimum of seven years of progressively responsible professional experience in international cooperation, focusing on preventing and countering organized crime, rule-of-law based criminal justice, or related fields is required. Experience in technical cooperation, programme management, and resource mobilization is essential. Experience in a field environment, UN inter-agency cooperation, crisis/post-conflict settings, and data analytics is desirable.
