Organizational Context
The International Trade Centre (ITC) is implementing the GTEX/MENATEX programme, a 5-year initiative focused on supporting the textile and clothing (T&C) sector in MENA and Asian countries. Phase II aims to enhance T&C sector competitiveness by promoting greener practices and compliance with EU regulations, contributing to economic growth and job creation through sustainable trade.
Job Purpose
This role serves to conduct a comprehensive study on fostering a circular economy within Egypt's textile and clothing sector. The purpose is to analyze the existing legal and regulatory framework, identify gaps and obstacles, and propose actionable recommendations for an enabling environment. The study will inform national policy agendas, support systemic change towards sustainability and circularity, and ultimately contribute to economic growth and decent job creation within the sector by aligning with national strategies and international market requirements.
Responsibilities
The consultant will map and analyze Egypt's legal framework for circular economy in the T&C sector, identifying policy gaps and obstacles to waste valorization. This includes reviewing waste management laws and comparative analysis with other countries. The role involves scoping waste management mechanisms and investment schemes, exploring financial support for circular upgrades, and assessing trade barriers. Finally, the consultant will develop a final report with recommendations for an enabling regulatory framework, including an action matrix for project support and a roadmap for public-private dialogue.
Work Experience
A minimum of 5 years of work experience is required in the textiles and garment sector, legal field, or sustainable development. Experience in drafting analytical reports, conducting stakeholder engagement, and policy review events is also necessary.
Skills
Proficiency in MS Office applications (PowerPoint, Excel, Word). Knowledge of T&C sector issues, sustainability, and circularity. Understanding of regulatory and policy frameworks for sustainability and circularity in the T&C sector. Strong technical knowledge of Egypt's T&C sector. Analytical and clear communication skills (verbal and written). Flexibility and ability to meet deadlines. Facilitation skills.
