Organizational Context

The Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico is seeking to strengthen the productive articulation for the development of a biotechnology and life sciences cluster in Mexico City. This initiative aligns with ECLAC's strategy for structural change, aiming to foster a more productive, inclusive, and sustainable future for the region by promoting innovation and high-value-added activities.

Job Purpose

The purpose of this consultancy is to design and strengthen a productive articulation strategy for a biotechnology and life sciences cluster in Mexico City. The consultant will deliver a comprehensive diagnosis of the local ecosystem, assess the feasibility of a cluster, propose a governance model, and develop a roadmap. This will involve identifying key actors, capabilities, and gaps, and defining priorities and policy instruments. The ultimate goal is to enhance collaboration between public, private, and academic sectors, drive innovation, technological development, and productive scaling, thereby contributing to sustainable and inclusive economic growth in Mexico City and supporting ECLAC's regional development projects.

Responsibilities

The consultant will conduct a comprehensive diagnosis of Mexico City's biotechnology and life sciences ecosystem, identifying actors, capabilities, and value chains. This includes evaluating the feasibility of a biotechnology cluster and proposing a governance model and roadmap with clear priorities, policy instruments, and funding sources. Key activities involve developing a research protocol, reviewing international best practices, mapping local stakeholders, analyzing productive and scientific capacities, and identifying gaps in areas like infrastructure, talent, and financing. The consultant will also design data collection instruments, conduct interviews, and synthesize findings to inform the final diagnosis and strategic recommendations, ensuring alignment with ECLAC and government counterparts.

Work Experience

A minimum of 10 years of experience is required in areas such as industrial policy, applied economics, innovation and technological management, industrial engineering, biotechnology, bioengineering, or biological sciences. Experience in developing and strengthening productive clusters and value chains is highly desirable.
