Organizational Context
The Office of the United Nations High Commissioner for Human Rights in Mexico (OHCHR-Mexico) supports human rights promotion and protection through monitoring, technical cooperation, advocacy, and capacity-building. The role is within the Justice and Security Unit, contributing to monitoring, reporting, and technical cooperation activities focused on serious human rights violations.
Job Purpose
The Assistant Human Rights Officer will support OHCHR-Mexico's mandate to strengthen international human rights standards in Mexico. This involves contributing to monitoring, reporting, and technical cooperation in justice and security, with a focus on serious human rights violations like disappearances and torture. The role includes supporting field missions, conducting legal and policy analysis, drafting reports and briefing notes, providing technical assistance to authorities and stakeholders, and engaging with victims, civil society, and UN partners. The position aims to contribute to accountability, access to justice, equality, and the protection of civic space, while ensuring data is collected, analyzed, and presented effectively, maintaining confidentiality and integrity.
Responsibilities
Collect and manage data for human rights monitoring, providing technical support for tracking recommendations from human rights mechanisms. Document and analyze evidence-based information on civil, cultural, economic, social, and political rights to inform decision-making, early warning, and response. Draft human rights reports, briefings, and analytical papers, incorporating gender and 'leave no one behind' considerations. Conduct research and analysis on justice and security sector issues, including mapping and analyzing laws, structures, and incidents to inform risk assessments and accountability. Support transitional justice processes by conducting research and preparatory tasks to combat impunity. Assist in communication activities to amplify human rights messaging and outreach. Analyze data, identify trends, and present insights using data visualization methods. Maintain confidentiality and integrity when handling sensitive information, adhering to UN data privacy and security standards.
Work Experience
Required: Ability to work collaboratively, knowledge of international human rights law, norms, and standards, ability to conduct legal analysis, and skills in drafting human rights reports and policy documents. Desirable: Skills to communicate complex matters to diverse audiences, knowledge of human rights monitoring methodologies, experience with field missions, and knowledge of regional/international human rights mechanisms.
