Organizational Context
This position is within the United Nations Office on Drugs and Crime (UNODC) Country Office in Mexico (COMEX), Division for Operations. The role reports to the P-4 Crime Prevention and Criminal Justice Officer (Anti-Corruption) and receives guidance from UNODC headquarters in Vienna. UNODC is dedicated to assisting Member States in their efforts to combat illicit drugs, crime, and terrorism.
Job Purpose
The Crime Prevention and Criminal Justice Officer (Anti-Corruption) is responsible for implementing UNODC's Global Programme to prevent and combat corruption, providing technical assistance to Member States to effectively implement the UN Convention against Corruption (UNCAC). This involves organizing and conducting anti-corruption programmes and activities, offering policy advice, technical expertise, and day-to-day support to anti-corruption bodies. The role contributes to strengthening national capacities, enhancing legislation, and fostering partnerships to combat corruption at regional and national levels, aligning with UNODC's strategic objectives and supporting resource mobilization efforts.
Responsibilities
Provide guidance and input for the implementation of regional and national anti-corruption technical assistance programmes, coordinating with field offices and adhering to UNODC strategy. Contribute to resource mobilization by liaising with donors and partners. Assist in enhancing and upgrading legislation to align with UNCAC. Support the capacity-building of national anti-corruption agencies, offering advisory services on preventing, detecting, investigating, and prosecuting corruption and related offenses. Assist participating States with UNCAC implementation reviews, focusing on judicial integrity, investigation and prosecution capacity, and prevention strategies. Conduct needs assessments and provide technical guidance to national counterparts and UNODC field offices. Foster cooperation and partnerships with relevant national, regional, and international bodies. Strengthen government capacity in dealing with proceeds of crime, mutual legal assistance, and asset recovery. Assist in developing national anti-corruption strategies and campaigns in collaboration with civil society and the private sector. Develop targeted anti-corruption training courses. Coordinate activities with regional advisers and project managers, and prepare progress reports. Analyze data to identify trends and support data-driven decision-making.
Work Experience
A minimum of five years of professional experience in anti-corruption work, including advising anti-corruption bodies, investigating/prosecuting corruption cases, or delivering international technical assistance is required. Experience with criminal justice institutions, mutual legal assistance, asset recovery, designing anti-corruption policies, and working within international organizations is desirable.
