International Consultant - Maritime and Riverine Navigation Trainer

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) Global Maritime Crime Programme (GMCP) aims to enhance Member States' criminal justice capabilities to combat maritime crime. It strengthens national authorities' capacity through training, research, and equipment support, addressing threats like drug trafficking, smuggling, piracy, and organized crime in the Indian Ocean region.

Job Purpose

This role serves to enhance maritime law enforcement capabilities in Sri Lanka, Bangladesh, and the Maldives by developing and delivering specialized training courses. The purpose is to equip maritime authorities with advanced skills in Visit, Board, Search, and Seizure (VBSS) operations, including the use of specialized equipment, identification of hidden compartments, crime scene documentation, and RHIB maintenance. The role contributes to strengthening regional security by improving interdiction effectiveness and prosecution rates against transnational organized crime.

Responsibilities

The consultant will design and deliver multiple VBSS training courses, including specialized modules on equipment handling, hidden compartment searches, and crime scene documentation. Responsibilities include developing training materials, practical exercise scenarios, and participant assessments. The role also involves delivering a RHIB maintenance course and a VBSS course focused on equipment maintenance and warehousing. The consultant will collaborate with UNODC GMCP staff to update the VBSS curriculum and support national maritime interdiction training, ensuring safe, effective, and legally sound operations.

Work Experience

Requires at least seven years of experience as a boat operator with specific navigation expertise. Significant maritime/riverine working experience is essential. Experience in training maritime/riverine law enforcement officers internationally and proven report writing skills are also required. Experience in the Indian Ocean region and South Asia is desirable.
