Organizational Context

The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and the SDGs, operating under an empowered UN Resident Coordinator. In Viet Nam, the RCO in Hanoi is part of the UN Secretariat's Development Operations Coordination Office (DCO), recalibrated for UN 2.0 principles. This role supports the UN Country Team (UNCT) in developing and implementing partnership and resource mobilization strategies aligned with the UNSDCF.

Job Purpose

The Partnerships Officer in Hanoi, Viet Nam, plays a crucial role in advancing the UN Sustainable Development Cooperation Framework (UNSDCF) by leading joint UNCT efforts in partnership development and resource mobilization. The position supports the UNCT in translating UNSDCF priorities and financing diagnostics into actionable strategies, fostering coalitions, and identifying investment opportunities. The role focuses on key UNSDCF priorities for 2027-2031, including financing for development, economic and digital transformation, climate action, social protection, and governance reforms. By brokering strategic partnerships with diverse stakeholders, the officer aims to mobilize resources and enhance joint initiatives to achieve inclusive, green, digital, and sustainable development, ultimately contributing to the attainment of the SDGs.

Responsibilities

Develop and implement the UNCT's Partnership and Resource Mobilization Strategy, aligning with the UNSDCF. Identify, map, and broker strategic partnership opportunities with government, private sector, civil society, and other stakeholders, focusing on UNSDCF priorities. Support UNCT working groups for strategy implementation, monitoring, and assessment. Serve as a primary liaison for external stakeholders, managing partnership pipelines and matching interests with UNCT objectives. Provide substantive support to the Resident Coordinator (RC) and UNCT on partnership risks, opportunities, and due diligence. Ensure partnership assessments align with UN values and safeguards. Support the development and implementation of resource mobilization strategies, investment cases, and financing dialogues for UNSDCF priorities. Analyze funding streams and package joint initiatives for partner engagement. Advise on corporate policies for resource management and explore coordinated financing modalities. Collaborate with the RCO Economist to translate economic analysis into partnership propositions and financing dialogues, focusing on sustainable finance entry points. Contribute to knowledge management by promoting best practices, maintaining partnership intelligence, and supporting data analysis for reporting and decision-making.

Work Experience

A minimum of five years of progressively responsible experience in strategic partnerships, project management, or resource mobilization within development cooperation is required. Experience in developing partnerships across government, private sector, and civil society is essential. Experience in designing and implementing partnership and resource mobilization strategies is also required. Experience in data analytics is desirable.
