Organizational Context

The UN Secretariat's Resident Coordinator System (RCS) supports countries in achieving development priorities and SDGs. The UN Resident Coordination Office (RCO) in Cairo, Egypt, operates under this reform, led by an empowered UN Resident Coordinator. This role, situated within the RCO, provides advice and support on strategic partnerships to advance SDGs.

Job Purpose

The Partnerships Officer supports the UN Resident Coordinator (RC) and the UN Country Team (UNCT) in Cairo by providing substantive support for strategic planning and coordination of partnerships with civil society, development partners, and the private sector to achieve Sustainable Development Goals (SDGs). This involves developing and implementing UN Partnership Strategies, liaising with UN entities, and serving as a key contact for external stakeholders. The role also contributes to joint partnership and resource mobilization initiatives, supports the management of pooled funds for the UN Sustainable Development Cooperation Framework, and promotes partnerships to accelerate SDG financing. Additionally, the officer contributes to knowledge management and capacity development related to partnerships and resource mobilization within the UN system at the country level.

Responsibilities

The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UNCT partnerships with civil society, development partners, and the private sector to achieve SDGs. This includes advising on and supporting the UN Partnership Strategy, coordinating working groups, and liaising with UN entities. The role involves serving as a key entry point for external stakeholders, building interfaces with partners, and technically leading the Development Partners Group (DPG). The officer also supports risk identification and mitigation for partnerships, provides input on due diligence, and facilitates local partnership development. Furthermore, the role participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds, and develops locally tailored resource mobilization strategies. The officer advises on financing for development options, prepares briefing papers, contributes to advocacy, and works with the RCO Economist to engage counterparts for SDG financing. Finally, the role contributes to knowledge management by promoting collaboration, researching best practices, supporting a donor repository, and analyzing successful partnership models.

Work Experience

A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience in developing strategic partnerships across government, development partners, private sector, and civil society is essential. Experience in designing and implementing partnerships, resource mobilization strategies, and preparing project proposals is also required. Experience with AI tools is mandatory. Experience in inclusion strategies, UN interagency coordination, knowledge management, and specific areas like food systems or digital transformation is desirable.
