Organizational Context
The United Nations Economic Commission for Africa (ECA) aims to deliver ideas and actions for an empowered and transformed Africa, guided by the 2030 Agenda and Agenda 2063. This role is situated within the Facilities Management Section (FMS) of the Administration & Conference Management Division (ACMD) at ECA in Addis Ababa. The position reports directly to the Chief of Facilities Management.
Job Purpose
This role is responsible for the overall leadership, planning, implementation, and completion of projects and activities within the Facilities Management Section's Operations Unit. This includes overseeing the maintenance and operation of building systems and infrastructure, ensuring efficient functioning of HVAC, electrical, plumbing, and safety systems. The position also involves reviewing design and construction documents for operational feasibility, coordinating technical support for construction works, and contributing to the handover process. Additionally, the role leads initiatives for environmental sustainability and energy efficiency, supports institutional sustainability frameworks, and contributes to budget formulation, planning, and reporting for maintenance operations. Management of service contracts, vendor performance, and staff within the section is also a key aspect of the role.
Responsibilities
Lead the planning and execution of preventive and corrective maintenance for building systems and infrastructure, including HVAC, electrical, plumbing, and safety systems. Oversee internal teams and external service providers, ensuring adherence to quality, safety, and operational standards. Review design and construction documents to ensure operational feasibility and long-term maintainability, providing engineering input to project teams. Coordinate technical and logistical support for ongoing construction works and manage the operational handover process. Drive initiatives for environmental sustainability and energy efficiency, supporting institutional sustainability frameworks. Contribute to annual planning, budget formulation, and resource allocation for maintenance operations, tracking costs and preparing technical reports. Manage service contracts, vendor performance, contractor coordination, and staff performance within the Facilities Management Section.
Work Experience
A minimum of seven years of progressive experience in engineering or a related field is required. Experience in managing maintenance and operations of large facilities is desirable, as is experience in data analytics or a related area.
