Planning Officer (Team Lead)
Organizational Context
The United Nations Mine Action Service (UNMAS), part of the Department of Peace Operations, operates under UN legislative mandates to eliminate threats from mines and explosive remnants of war. Established in 1997, UNMAS coordinates UN mine action, leads country-level responses, and develops standards. This role is within the Programme Management and Support Section in New York, reporting to the Chief of this section.
Job Purpose
This role serves as a Team Lead within the Programme Management and Support Section of UNMAS, reporting to the Chief. The incumbent will lead a regional team, providing crucial support for budgeting, management, and implementation of mine action programmes. Key responsibilities include coordinating programme management with various UN entities, acting as a technical resource for Programme Officers, identifying resource needs, developing cost and deployment plans, and ensuring efficient use of the Umoja ERP system. The role also involves monitoring and evaluating programmatic effectiveness, fostering strategic partnerships with stakeholders, and coordinating reporting to UN organs and donor countries. The purpose is to ensure the effective and efficient delivery of mine action programmes under UNMAS's mandate.
Responsibilities
Lead a regional team within the Programme Management and Support Section, supporting budgeting, management, and implementation of mine action programmes. Coordinate programme management and implementation with other UN departments, agencies, funds, and programmes. Serve as a technical resource for UNMAS Programme Officers. Identify resource requirements, develop cost and deployment plans, and ensure efficient use of the Umoja ERP system. Monitor and evaluate programmatic and operational effectiveness, implementing necessary improvements. Develop and maintain strategic partnerships with UN entities and mine action stakeholders. Coordinate periodic reports to UN organs and donor countries, and provide inputs for UNMAS submissions to budgetary and oversight entities. Perform other duties as required.
Work Experience
A minimum of seven years of experience in programme planning or project management is required. Three years of experience in programme management within mine action, security sector reform, stabilization, or humanitarian response is also required. Two years of experience in a peace or humanitarian field operation in a conflict or post-conflict setting is necessary. Experience managing a diverse team and in mine action field programmes is desirable.
