Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC) is implementing a project to close educational gaps in Guatemala. This consultancy supports the Ministry of Education by strengthening the extracurricular education system through the development of a new Information and Registration System (SIREEX). The role contributes to ECLAC's work plan and the project "Closing Educational Gaps: Improving the Future of Girls in Mexico and Guatemala."
Job Purpose
The purpose of this consultancy is to develop and implement priority and complementary modules for Guatemala's new SIREEX system. This involves programming, data modeling, configuring business rules, and ensuring functionalities for data capture, querying, and reporting are operational. The system will be delivered in production, with executed technical tests, complete documentation, and transferred to the responsible teams. This role is crucial for enhancing the extracurricular education system's capacity to collect, systematize, analyze, and utilize information for better decision-making, planning, and program design, ultimately contributing to more relevant and inclusive educational initiatives.
Responsibilities
Develop priority and complementary modules for the SIREEX system based on functional specifications and screen prototypes. Implement data capture forms, registration workflows, automated business rules, and validation rules. Develop back-end logic and front-end interfaces, including responsive designs for mobile devices. Create web services/APIs to connect front-end and back-end components. Develop query and reporting functionalities, including institutional indicators. Implement the system's administration interface for user and profile management. Develop interoperability mechanisms for data exchange with other institutional systems. Execute data migration from historical databases and verify data consistency. Conduct unit and integration tests, correct identified errors, and apply adjustments based on feedback. Collaborate on system deployment to production servers and provide technical documentation, including data models, architecture, code, and manuals. Support technical transfer and training for system administration and maintenance teams.
Work Experience
Minimum of 3 years of proven experience in developing web applications using .NET Core and Oracle databases. Experience in administration, design, and optimization of Oracle databases is required. Experience with Visual Studio (latest version) and .NET Core is mandatory. Experience with Python, Node, and React is also required.
Skills
Proficiency in Visual Studio (latest version) and .NET Core. Expertise in Oracle database administration, design, and optimization. Experience with Python, Node, and React. Understanding of software architecture, data modeling, and web application development. Ability to perform ETL processes and unit/integration testing. Familiarity with security standards and version control (Git).
