Chief of Section, Investigations
Organizational Context
This temporary position is within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Entebbe, Uganda. OIOS serves as the UN's internal oversight body, assisting the Secretary-General with oversight responsibilities through audit, investigation, inspection, and evaluation services. The Investigations Division specifically addresses reports of rule violations, mismanagement, misconduct, resource waste, and abuse of authority.
Job Purpose
The Chief of Section, Investigations, will lead the Investigations Section in the Entebbe Regional Office, overseeing all day-to-day operations. This role is responsible for planning, conducting, and managing investigations into alleged misconduct, malfeasance, mismanagement, resource waste, abuse of authority, fraud, corruption, and sexual exploitation and abuse (SEA). The incumbent ensures investigations are timely, coordinated with the Division and other UN entities, and that reports with findings and recommendations are prepared. They will also prepare cases for the UN justice system or national jurisdictions, liaise with various UN departments, and lead data analysis efforts to identify trends for strategic planning and decision-making.
Responsibilities
Serve as Chief of the Investigations Section in Entebbe, managing daily operations of the ID/OIOS office. Plan, organize, conduct, and manage investigations into alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, fraud, corruption, sexual exploitation and abuse (SEA), and violations of UN regulations and rules. Ensure timely and coordinated investigations, developing, implementing, and evaluating investigative plans. Prepare comprehensive investigation reports with findings, recommendations, and supporting evidence for disciplinary or jurisdictional actions. Assign tasks to investigation team members and maintain a case activity list for priority setting and management. Prepare cases for submission to the UN justice system or referral to national jurisdictions. Liaise with UN staff and management globally, coordinate disciplinary cases, and provide investigatory expertise. Lead data collection, interpretation, and analysis to identify trends for planning and reporting, ensuring data accessibility and integration. Oversee administrative tasks and perform other duties as assigned.
Work Experience
A minimum of ten years of progressive experience in investigations (criminal or administrative) is required, including interviewing subjects and witnesses. Experience in international investigation activities, investigation management and administration, and supervisory functions is also required. Experience within an international or multilateral public institution is necessary. Data analytics experience is desirable.
