Organizational Context
The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and SDGs, operating under an empowered UN Resident Coordinator. This role is within the UN RCO in Kinshasa, DRC, a complex environment with high demand for partnerships, particularly with non-traditional actors like the private sector, to advance the Sustainable Development Goals.
Job Purpose
The Partnerships Officer provides strategic advice and support to the Resident Coordinator (RC) and the UN Country Team (UNCT) in Kinshasa, DRC, to foster partnerships for achieving the Sustainable Development Goals (SDGs). This involves developing and implementing a UN Partnership Strategy aligned with national priorities and the UN Sustainable Development Cooperation Framework. The role facilitates engagement with diverse stakeholders, including the private sector and civil society, to mobilize resources and strengthen joint initiatives. The officer also supports resource mobilization efforts, manages pooled funds, and contributes to financing for development strategies, while promoting knowledge management and capacity development within the UN system.
Responsibilities
The Partnerships Officer is responsible for providing substantive support for the strategic planning and coordination of UNCT partnerships with civil society, the private sector, and other stakeholders to achieve SDGs. This includes advising on the UN Partnership Strategy, supporting working groups for strategy implementation, and liaising with UN entities globally. The role serves as a key contact for external partners, builds interfaces with development partners, and supports the RC/UNCT in identifying and mitigating partnership risks. The officer also participates in joint partnership and resource mobilization initiatives, supports pooled fund management, and advises on resource mobilization strategies and funding frameworks. Additionally, the role promotes partnerships for financing development, prepares briefing papers, contributes to advocacy, and collaborates with RCO economists and finance experts. The officer also contributes to knowledge management by promoting collaboration, researching best practices, and maintaining a repository of potential donors.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience in developing strategic partnerships across government, private sector, and civil society is essential. Experience in designing and implementing partnerships and resource mobilization strategies is also required. Desirable experience includes promoting inclusion strategies, UN interagency coordination, knowledge management, applied partnerships in specific sectors, financing for SDGs, and data analytics.
