HUMAN RIGHTS OFFICER
Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The Human Rights Officer reports to the Chief of Economic, Social and Cultural Rights or designee, contributing to the organization's mandate in promoting and protecting human rights globally.
Job Purpose
The Human Rights Officer is responsible for conducting substantive research and analysis on human rights and economic policy issues, assessing their impact on specific regions or countries. This role involves collecting and analyzing relevant data, including gender-specific indicators, and supporting intergovernmental bodies. The incumbent ensures human rights considerations are integrated into broader political, humanitarian, and economic efforts, and assists in developing and implementing human rights training programs for various stakeholders. The position also involves directing capacity-building initiatives and producing comprehensive reports and communications for policy-making bodies, contributing to the UN's human rights agenda.
Responsibilities
Key duties include conducting in-depth research and analysis of human rights and economic policy issues, evaluating their impact on human rights situations in assigned areas. The role involves collecting and analyzing human rights and economic policy data and indicators, with a focus on gender-specific data. Responsibilities extend to supporting sub-commissions and commissions, ensuring follow-up on decisions, and integrating human rights and gender equality into political, humanitarian, and economic initiatives. The officer will develop work plans, assist in creating and implementing human rights training programs for military and police, and supervise field verification work. Additionally, the role requires representing the UN human rights program in meetings, directing capacity-building efforts, and authoring various reports, communications, and statements.
Work Experience
A minimum of five years of progressive experience in human rights, political affairs, international relations, or economic affairs is required. Additionally, at least three years of experience as an economist focusing on economic policy and human rights issues is necessary. Experience with international organizations like the UN, regional institutions, or similar settings is desirable, as is experience in technical cooperation, capacity-building, and training programs.
