National Consultant to conduct training needs assessment for criminal justice institutions to strengthen case management systems.

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) in Uganda is implementing a project to enhance institutional accountability, integrity, and effectiveness within the justice and anti-corruption landscape. This role supports UNODC's mandate to strengthen crime prevention and criminal justice systems by conducting a critical needs assessment to inform technical assistance and capacity development programs.

Job Purpose

This assignment aims to conduct a comprehensive training needs assessment for criminal justice institutions in Uganda, focusing on strengthening case management systems. The assessment will identify systemic, institutional, and operational gaps, including procedural and system-level factors affecting case flow, coordination, efficiency, and accountability. A dedicated gender analysis will be integrated to understand differential impacts on various groups. The findings will generate actionable evidence to inform UNODC's technical assistance, capacity development programs, and policy engagement under the ADA-supported project, ensuring interventions are responsive to identified needs and national priorities. The ultimate goal is to improve justice sector performance, anti-corruption enforcement, and accountability mechanisms.

Responsibilities

Conduct a desk review of relevant policies, legislation, and studies related to criminal justice case management. Develop an inception report detailing methodology, work plan, and data collection tools. Design and administer assessment tools, including surveys and interviews, to identify knowledge, skills, and institutional capacity gaps. Assess existing case management practices, coordination, and information systems. Integrate gender and human rights considerations throughout the assessment. Analyze and validate findings with stakeholders. Develop practical, evidence-based recommendations and a capacity development framework. Produce a draft and final Training Needs Assessment Report, including a policy brief, and facilitate a validation workshop.

Work Experience

A minimum of two years of professional experience in anti-corruption, asset recovery, criminal justice, or rule of law is required. Demonstrated experience in conducting assessments, research, or training needs assessments within the justice or law enforcement sector is essential. Experience in mainstreaming gender and human rights is required. Experience with criminal justice case management systems is also required.
