Organizational Context

The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, aims to strengthen the production and use of gender statistics in the region. This role supports this mandate by developing and implementing virtual modules, organizing expert meetings, and conducting national workshops, contributing to enhanced data collection and analysis on gender-related issues.

Job Purpose

This consultancy role is designed to significantly enhance the capacity for producing and utilizing gender statistics across Latin America and the Caribbean. The primary purpose is to develop and implement a virtual module focused on the costs and return on investment in care work. Additionally, the role involves preparing and conducting an international expert meeting on SDG indicator 5.4.1, mapping the use of artificial intelligence in care statistics, and facilitating a national workshop in Colombia on Time Use Surveys. These activities collectively aim to improve the measurement, analysis, and application of gender statistics, fostering better policy development and implementation in the region.

Responsibilities

Key responsibilities include developing, adapting, and updating technical and pedagogical content for a virtual module on the costs and return on investment in care, and for a regional, self-paced course on gender statistics. This involves integrating conceptual and empirical developments from ECLAC and ILO, and supporting the course's implementation on a virtual platform in Spanish and English. The role also entails designing and implementing course evaluation mechanisms, attending coordination meetings, and facilitating peer reviews of content with UN agencies. Furthermore, responsibilities include developing the methodology and supporting the organization and implementation of a national workshop in Colombia on Time Use Surveys, preparing content for regional exchanges on time use surveys, and supporting an international expert meeting on SDG indicator 5.4.1. Finally, the consultant will prepare content for a regional workshop on AI in gender statistics and systematize workshop results into ECLAC reports.

Work Experience

A minimum of 3 years of experience related to Colombia's National Statistical System is required. Experience in gender statistics is desirable. The role involves developing and adapting educational content, supporting virtual platforms, and organizing workshops and expert meetings.

Skills

Content development and adaptation, virtual learning platform management, workshop organization and facilitation, statistical analysis, knowledge of gender statistics, familiarity with care economy concepts, understanding of SDG indicator 5.4.1, experience with Time Use Surveys, and awareness of AI applications in statistics.
