Organizational Context
The International Seabed Authority (ISA) in Kingston, Jamaica, is an intergovernmental organization mandated to regulate and protect the marine environment in areas beyond national jurisdiction. The Office of Stewardship, Environment and Resources (OSER) supports this mandate through science-based management and research. This role is within OSER, contributing to the implementation of its environmental protection and sustainable management programs.
Job Purpose
The Programme Management Officer (Marine Environment) is responsible for supporting the International Seabed Authority's (ISA) environmental stewardship mandate. This involves providing technical and policy expertise for the development and implementation of marine environmental protection measures and the sustainable management of activities in the Area. The role coordinates programs and projects, facilitates engagement with scientists and stakeholders, and supports the crucial science-policy interface to ensure evidence-based environmental management. The position also contributes to ISA's international engagement on marine biodiversity conservation and sustainable use, preparing essential technical and policy outputs to advance the effective execution of ISA's environmental responsibilities.
Responsibilities
Provide technical and policy input for the development, implementation, and strategic planning of ISA's marine environmental protection activities. Coordinate and organize expert workshops and stakeholder consultations to support environmental management plans and measures. Develop, coordinate, and implement scientific projects addressing knowledge gaps for effective environmental management, collaborating with scientific partners. Contribute technical and policy expertise to ISA's engagement with international instruments and policy processes, including the BBNJ Agreement. Prepare policy documents, analytical reports, and knowledge products on ocean governance and identify collaboration opportunities. Develop and maintain partnerships with key stakeholders to advance marine environmental protection and scientific knowledge. Provide substantive support to the Legal and Technical Commission (LTC) as Vice-Secretary, managing technical documentation and follow-up on scientific matters. Facilitate collaboration with contractors on environmental studies and research initiatives. Draft official documents, reports, and publications on marine environmental protection and research.
Work Experience
A minimum of five years of progressive experience in global ocean governance, environmental management policies, and the science-policy interface is required. Experience working with international organizations on sustainable marine resource management, developing and implementing scientific projects, and building partnerships is essential. Experience supporting scientific and technical bodies of international organizations is desirable.
