Organizational Context

The Office of the High Commissioner for Human Rights (OHCHR) Regional Office for South America (ROSA) is seeking a consultant to support two regional initiatives. This role will focus on strengthening operational readiness, improving data collection and analysis on human rights issues, and enhancing regional knowledge of civil society organizations.

Job Purpose

The purpose of this consultancy is to enhance the operational capacity and data management of two regional human rights initiatives within OHCHR ROSA. The consultant will be responsible for establishing harmonized workflows, developing robust data collection and quality control procedures, and systematically monitoring open-source information related to attacks against human rights defenders, journalists, and trade unionists. This role will improve the availability, quality, consistency, and usability of the attacks monitoring dataset, and strengthen the regional understanding of civil society organizations. The consultant will also ensure the institutional organization and analytical utility of the generated information, facilitating continuity and future use by OHCHR ROSA.

Responsibilities

Establish harmonized workflows, data collection arrangements, source identification practices, and quality control procedures across seven target countries to strengthen operational readiness. Systematically monitor open-source information, ensuring traceable data entry and organized maintenance of a regional dataset on attacks against human rights defenders, journalists, and trade unionists. Improve the quality, consistency, and usability of the dataset through verification, cleaning, standardization, de-duplication, and source cross-checking. Collect and organize information on civil society organizations' profiles, thematic focus, geographic reach, capacities, needs, networks, and risk exposure. Maintain shared working resources, source and contact files, and reference materials to enhance institutional organization and analytical use of information. Coordinate and adapt implementation of initiatives through regular meetings, technical reviews, and feedback loops with relevant OHCHR teams and stakeholders.

Work Experience

Demonstrated experience in data collection, information management, desk research, database maintenance, and quality assurance is required. Experience supporting human rights monitoring, civic space, democracy, rule of law, or related thematic work is necessary. Experience working with structured datasets and online forms is essential. Familiarity with Latin American contexts is desirable.
