Flyways and Action Plan Consultant - CMS Avian and Aquatic teams

Organizational Context

The Convention on the Conservation of Migratory Species (CMS) Secretariat, under the United Nations Environment Programme (UNEP), supports global efforts for migratory species conservation. This role is based in Bonn, Germany, and contributes to programmatic instruments and partnerships focused on the East Asian-Australasian Flyway and the Pacific region, aligning with UNEP's mandate to coordinate environmental policy.

Job Purpose

This consultancy aims to provide integrated implementation support for key CMS mandates, including the Flyways Working Group's Programme of Work and specific Single Species Action Plans (SSAPs) for the Christmas Island frigatebird, far eastern curlew, loggerhead turtle in the South Pacific, and whales and dolphins in the Pacific. The role will operationalize and support the implementation of these plans, foster stakeholder coordination, and ensure progress is documented with actionable recommendations to enhance conservation outcomes and effectiveness. The consultant will produce high-quality reporting and communication products for intergovernmental processes.

Responsibilities

The consultant will develop and deliver an inception package with an integrated roadmap, stakeholder engagement plan, and progress-tracking framework. Responsibilities include supporting the Flyways Working Group by preparing planning materials, minutes, and synthesized updates for CMS bodies. The role involves operationalizing SSAPs by creating implementation roadmaps, coordination tools, and progress reports, and engaging stakeholders to address implementation gaps. Additionally, the consultant will produce mid-term and final consolidated reports and presentations, synthesizing progress, risks, and recommendations, ensuring all editable source files are delivered.

Work Experience

A minimum of two years of professional experience is required, with at least six months in an international context (e.g., UN, IGO, international NGO). Experience with flyways-related work or species action plan implementation is essential. Demonstrated experience supporting multi-stakeholder working groups, including preparing agendas, briefs, and minutes, is also required.

Skills

Excellent drafting, communication, and organizational skills. Ability to plan work, prioritize tasks, and manage multiple workstreams. Proficiency in MS Word and Excel. Knowledge of GIS and data analysis is desirable. Experience in client orientation and teamwork, and familiarity with the UN and CMS are required.
