The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) seeks a consultant to establish a clear institutional framework for Gender-Based Violence (GBV) prevention and response. This role will define programme models, roles, and responsibilities across UNRWA's operations, aiming to integrate GBV commitments into existing systems and enhance survivor-centered services.
Job Purpose
The purpose of this consultancy is to develop and finalize a comprehensive UNRWA Agency Framework for Multi-sectoral Prevention and Response to GBV, alongside a GBV Prevention and Response Programme Model. This initiative aims to strengthen UNRWA's institutional capacity by establishing clear guidelines, roles, and operational standards for GBV prevention, risk mitigation, safe identification, referral, and survivor-centered response. The consultancy will contribute to improved analysis of GBV risks, enhanced coordination, accountability, and the provision of more consistent and effective services for Palestine refugees, ultimately fostering evidence-based decision-making and monitoring within the organization.
Responsibilities
The consultant will conduct a desk review of existing UNRWA policies and procedures related to GBV. They will map current GBV capacities, systems, and referral pathways across headquarters and field offices, assessing institutional strengths, gaps, and challenges. This will involve facilitating multi-stakeholder consultations to identify programme-specific roles and best practices. Based on these findings, the consultant will draft the UNRWA Agency Framework for GBV Prevention and Response, including strategic outcomes, theory of change, governance, and operational standards. Additionally, they will develop a GBV Prevention and Response Programme Model with guidance on adaptation, core components, and monitoring. The final phase includes validating these documents with stakeholders and finalizing the framework, roadmap, and programme model.
Work Experience
A minimum of 7 years of professional experience in GBV prevention and response, protection programming, and institutional capacity strengthening is necessary. Experience developing GBV strategies, frameworks, or operational guidance for UN agencies, NGOs, or humanitarian organizations is essential. Experience in humanitarian or displacement contexts and facilitating multi-stakeholder consultations is also required.
