Job Purpose
This role is crucial for the effective financial and administrative management of the Field Office Construction and Infrastructure Programme (FICIP) in the West Bank. This includes coordinating with finance and HR departments to ensure compliance with agency regulations, preparing cost estimates for detailed designs, and managing tender processes. The position plays a key part in ensuring projects are delivered on time and within budget, contributing to the improvement of infrastructure and services for Palestine refugees.
Responsibilities
The Field Office Engineer is responsible for the preparation, monitoring, and reporting of all FICIP financial and administrative matters, ensuring compliance with UNRWA rules and regulations. This includes coordinating with finance and HR departments and preparing required statistics. The role involves preparing cost estimates for construction and maintenance projects, coordinating with the procurement department for tender submissions, and managing contractor pre-classification and verification of bank guarantees. Additionally, the incumbent prepares tender documents, participates in technical evaluation teams, and provides technical advice. The role also includes attending meetings, drafting minutes, following up on action points, and preparing various reports. A key function is serving as the main focal point for project office coordination, clearing tenders, tracking project progress, and monitoring expenditure against donations and project lines.
Work Experience
A minimum of three years of relevant professional experience is required, with at least two years specifically in contract and tender administration and evaluation. Experience in the West Bank or Jerusalem is desirable.
