Organizational Context
This position is within the Framework Convention on International Tax Cooperation Secretariat, part of the Financing for Sustainable Development Office in the UN Secretariat's Department of Economic and Social Affairs (DESA). The Economic Affairs Officer reports to a Senior Economic Affairs Officer within the Unit, contributing to the organization's mandate on international tax cooperation.
Job Purpose
The Economic Affairs Officer will conduct economic and sector analysis related to international tax cooperation, developing databases and technical analyses on topics such as digital business models and dispute resolution. This role involves drafting technical papers, analyzing policy proposals, and contributing to treaty provisions. The position supports intergovernmental meetings by preparing documentation and statements, and assists in organizing expert group meetings and seminars. The officer will also collect information through participation in international meetings and perform other duties as required to support the unit's services and undertake training.
Responsibilities
The Economic Affairs Officer is responsible for developing databases and technical analyses on international tax cooperation topics, including digital business models and dispute resolution, for the Framework Convention on International Tax Cooperation. Duties include drafting technical papers, analyzing country experiences with tax cooperation instruments, and contributing to treaty provisions. The role involves identifying and analyzing policy proposals on digital services taxation, data protection, and administrative processes. Additionally, the officer will attend international meetings, assist in organizing expert group meetings and seminars, and prepare presentations for senior staff. Support for intergovernmental meetings includes servicing negotiations, preparing documentation, and drafting statements. General duties encompass administrative tasks and undertaking training.
Work Experience
A minimum of five years of progressive experience in tax policy and administration, economic research, policy formulation, and applying economic principles is required. Specific experience in international tax cooperation, particularly dispute prevention and resolution, is essential. Experience with challenges in developing countries and working in a multilateral context, especially in legal instrument negotiation, is desirable.
