The United Nations Environment Programme (UNEP) is the leading global environmental authority. The UNEP Latin America and the Caribbean Office (LACO) in Panama City supports 33 countries. This consultancy is part of the "Promoting the restoration of productive ecosystems in the Central American Dry Corridor" project, a flagship initiative for the UN Decade on Ecosystem Restoration.
Job Purpose
This consultancy aims to develop practical guidance and decision-support tools to enhance the implementation and effectiveness of the Investment Plan for the Restoration of Productive Landscapes in Central America. The role will provide technical advice to translate Investment Plans into finance-ready investment pipelines, strengthen monitoring, evaluation, and adaptive management systems, and improve the coherence of project knowledge products. The ultimate goal is to build the capacity of governments, development partners, financial institutions, the private sector, and civil society to mobilize resources, implement restoration investments, and monitor progress towards large-scale ecosystem restoration in the region.
Responsibilities
Develop a practical tool for project pipeline development and finance-ready investments for ecosystem restoration, including guidance on project preparation, investment structuring, and resource mobilization. Create a practical tool for monitoring, evaluation, and learning (MEL) to support the adaptive management of Ecosystem Restoration Investment Plans, including a framework, indicators, and templates. Conduct technical reviews of seven selected project documents, assessing their quality, consistency, and applicability, and provide recommendations for improvement. Prepare a consolidated technical review report summarizing findings, recommendations, and proposed actions to enhance the technical content and implementation readiness of project outputs.
Work Experience
A minimum of 5 years of proven experience in climate and sustainable finance, investment planning, natural resource management, or related fields is required. Experience with project preparation, investment planning, resource mobilization, and monitoring, evaluation, and learning is desirable.
Skills
Proficiency in English is required. Basic knowledge of Spanish is desirable. Competencies include professionalism, teamwork, planning, and organizing.
