Organizational Context
This Human Rights Officer position is based in Vienna, Austria, within the Independent International Commission of Inquiry on Ukraine. The role operates under the direct supervision of the Coordinator of the Secretariat, contributing to the Commission's mandate and investigations.
Job Purpose
The Human Rights Officer (Gender Adviser/GBV Investigator) is responsible for advising the Commission and its Secretariat on gender dimensions of human rights violations, ensuring a gender perspective is integrated throughout the inquiry's work. This includes researching and collecting information on women's human rights and gender issues, recommending referral pathways for victims, and ensuring proper documentation, analysis, and reporting of sexual and gender-based violence. The role also involves conducting interviews, participating in field missions, and contributing to the final report and recommendations, with a focus on gender-sensitive approaches and language.
Responsibilities
Key responsibilities include advising on gender dimensions of human rights violations through analysis and training, and ensuring a gender perspective is integrated into the Commission's work. The role involves researching and collecting information on women's human rights and gender issues, including violations of international law. It requires recommending referral pathways for victims and survivors, ensuring proper documentation, collection, preservation, analysis, and reporting of sexual and gender-based violence cases, and assessing their gender-specific impact. The officer will conduct interviews and evidence gathering, participate in field missions, and contribute to drafting the final report and recommendations, ensuring gender sensitivity throughout. Advice on gender-sensitive information gathering methods is also a core duty.
Work Experience
A minimum of seven years of progressive experience in human rights, international humanitarian law, or international criminal law is required. Additionally, at least two years of experience in women's human rights, gender integration, or sexual and gender-based violence is necessary. Experience in gender analysis for human rights investigations is desirable.

Professionalism, in-depth knowledge of international law (human rights, humanitarian, criminal), gender analysis, communication (written and verbal), and teamwork.
