MISSION SECURITY COMMANDER

Organizational Context
The Department of Safety and Security (UNDSS) globally leads and supports the UN security management system. It enables UN programs in challenging environments by managing security risks. This role is based in Gaza, a designated hardship and non-family duty station, reporting to the Mission Security Commander team lead.
Job Purpose
The Mission Security Commander (FS-4) is responsible for planning and managing humanitarian convoy movements within Gaza, ensuring the security and safety of participants and assets. This involves continuous vigilance, implementing mitigating measures, and maintaining effective security coverage. The role requires coordination with various entities, including the Gaza Security Operations Centre (GSOC) and the Israel Defense Forces (IDF) Civil Liaison Authority, through the GSOC. Responsibilities include conducting advance work, route assessments, pre-deployment briefings, operating security equipment, and contributing to convoy commander training. The position also involves determining equipment and supply needs and supervising drivers when necessary, all under the general supervision of the Mission Security team lead.
Responsibilities
The Mission Security Commander plans and manages humanitarian convoy movements in Gaza, ensuring security and safety for participants and assets. This includes maintaining constant vigilance and implementing security measures. The role ensures effective security coverage for convoy assets and coordinates activities with the Gaza Security Operations Centre (GSOC) and other relevant security organizations. Coordination with the Israel Defense Forces (IDF) Civil Liaison Authority, via the GSOC, is also required during convoy movements. Key duties involve conducting advance work and route assessments, delivering pre-deployment briefings, operating security equipment, and assisting in training other humanitarian organizations' security professionals. The Commander may supervise drivers and contributes to determining operational equipment and supply needs.
Work Experience
A minimum of six years of progressive experience in security management, emergency response, or humanitarian security operations is required. Specific experience includes at least one year in managing civilian or humanitarian convoys in complex environments within the last five years. Experience in route reconnaissance, security risk assessments, and incident response in complex settings within the last five years is also required. International experience in stakeholder coordination is necessary.
