Organizational Context
The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and SDGs, operating under the UN Secretariat's reformed Development System. Empowered UN Resident Coordinators lead these offices, which are part of the Resident Coordinator System (RCS) overseen by the UN Sustainable Development Group. The RCO in Bishkek, Kyrgyzstan, focuses on strategic partnerships for SDG acceleration, aligning with UN 2.0 principles.
Job Purpose
The Partnerships Officer provides crucial advice and support to the Resident Coordinator and the UN Country Team (UNCT) in developing and implementing strategic partnerships to advance Sustainable Development Goals (SDGs). This role involves fostering non-monetary collaborations with civil society, the private sector, and other external partners to strengthen joint initiatives and advocacy efforts. The officer plays a key part in aligning partnership strategies with the UN Sustainable Development Cooperation Framework, identifying new opportunities, and ensuring effective implementation, monitoring, and adaptation of these strategies. By building strong interfaces with diverse stakeholders and providing substantive support for risk assessment and due diligence, the position contributes significantly to the UN's mission at the country level.
Responsibilities
The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other entities to achieve SDGs. This includes developing and implementing UN partnership strategies, liaising with UN entities globally, and supporting the Resident Coordinator (RC) and UNCT in developing locally tailored partnerships. The role involves building strong interfaces with development partners, government, private sector, and civil society, and providing support for risk assessment and due diligence. Additionally, the officer participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds for the UN Sustainable Development Cooperation Framework, and develops locally tailored resource mobilization strategies. The position also promotes partnerships to support financing for development, contributes to advocacy and dialogues, and enhances knowledge management and capacity development related to partnerships and resource mobilization.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Essential experience includes developing strategic partnerships across government, private sector, and civil society; implementing partnership strategies; and stakeholder coordination. Desirable experience includes inclusion strategies (gender, youth, disability), knowledge management, private sector engagement, and data analytics.
