International consultancy to prepare a report drawing on Technology Needs Assessments

Organizational Context

The UN Technology Bank for Least Developed Countries (LDCs) supports STI capacities, recognizing their critical role in LDC development. Since 2019, it has facilitated Technology Needs Assessments (TNAs) in 16 LDCs. This consultancy supports the UN Technology Bank's mandate by synthesizing TNA findings to inform policy and international support.

Job Purpose

This consultancy aims to produce a concise report synthesizing insights from 16 completed Technology Needs Assessments (TNAs) conducted in Least Developed Countries (LDCs). The report will make accumulated learning accessible to LDC governments and development partners, highlighting the value of TNAs in identifying national technology priorities. It will inform policy dialogue and international support, particularly in preparation for the mid-term review of the Doha Programme of Action (DPoA). The work involves analyzing TNA data to identify trends, challenges, and opportunities, relating them to DPoA objectives, and formulating actionable recommendations to enhance STI capacities and achieve development goals.

Responsibilities

The consultant will develop an approach to extract and organize evidence from diverse TNAs. Key duties include identifying typical and context-specific technology priorities, capability gaps, enabling conditions, barriers, and policy messages. The consultant will analyze recurring trends, patterns, and sectoral priorities across LDCs, examining variations based on country characteristics. Responsibilities also involve relating TNA themes to DPoA priority areas, highlighting achievements, gaps, and challenges. The role includes identifying practical implications for technology acquisition, adaptation, and financing, as well as opportunities for cooperation and international support. Finally, the consultant will formulate practical messages and recommendations for stakeholders and draw lessons on using TNAs as strategic tools.

Work Experience

A minimum of ten years of progressive experience in research and policy analysis related to STI, technology policy, innovation systems, or international development is required. Demonstrated experience in leading comparative policy publications, synthesizing heterogeneous evidence, analyzing qualitative and quantitative data, and formulating actionable policy recommendations is essential.
