The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is seeking a consultant based in Santiago. Job Purpose
The consultant will develop the final version of a chapter on cultural governance and South-South cooperation in Ibero-America for a project's main research document. This involves defining the chapter's scope, situating cultural institutions and cooperation within sustainable development frameworks, and aligning with regional cultural initiatives. The role also includes characterizing the institutional landscape of the cultural sector across Ibero-American countries and analyzing national and regional cultural institutions. Furthermore, the consultant will examine South-South cultural cooperation modalities, including official development assistance and specific programs. A crucial aspect is reviewing other chapters of the final document to ensure content quality, coherence, and consistency for the joint ECLAC-OEI publication, and preparing supplementary materials like boxes, graphics, and tables as needed.
Responsibilities
Develop the final chapter on cultural governance and South-South cooperation in Ibero-America, ensuring its alignment with the project's objectives and regional cultural frameworks. Characterize the institutional architecture of the cultural sector in Ibero-America, detailing the roles of key organizations like OEI, SEGIB, and IBER Programs. Gather and analyze information on national and regional cultural institutions, identifying data challenges for policy design. Analyze South-South cultural cooperation models, including development assistance and specific regional programs. Review and provide feedback on other chapters of the final document to ensure coherence and integration into the joint ECLAC-OEI publication. Create supplementary materials such as boxes, graphics, and tables to highlight specific themes or cases. Incorporate feedback and adjustments from internal reviews and stakeholders into the chapter and other contributions.
Work Experience
A minimum of one year of experience in consultancy or similar roles related to public policies or public social institutions is required. Experience in elaborating research documents or publications is also beneficial.
