Job Purpose
This role serves as a Humanitarian Affairs Expert on a UN Security Council Panel of Experts, focusing on Haiti. The expert will provide substantive input for reports and recommendations to the Committee and the Security Council, contributing to the assessment of individuals and entities involved in activities that threaten Haiti's stability. This includes analyzing human rights violations, sexual and gender-based violence, and obstruction of humanitarian aid, ultimately supporting efforts to refine sanctions lists and enhance implementation.
Responsibilities
The Humanitarian Affairs Expert will monitor sanctions measures and investigate alleged violations concerning Haiti, contributing to Panel reports and recommendations for improved sanctions implementation. Responsibilities include compiling information for potential designation of individuals and entities involved in activities threatening Haiti's peace, security, or stability, such as human rights abuses or obstruction of humanitarian aid. The expert will assist in refining sanctions lists, cooperate with UN entities and regional organizations, monitor relevant media, and prepare briefings. Additionally, the role involves identifying capacity-building areas for states to enhance sanctions implementation, contributing to high-standard reports with rigorous methodology, and ensuring due process for those investigated. Organizational duties include contributing to the Panel's work program and participating in investigative missions.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential. Strong field research or investigative experience within the area of expertise is mandatory. Experience in writing high-quality reports and proven interpersonal skills in complex environments are also required. Experience in Haiti or the region is desirable.

Substantive knowledge and field experience in the area of expertise, particularly concerning Haiti and the region. Strong analytical and research skills. Ability to develop sound investigative case studies and synthesize information. Proficiency in treating sensitive information appropriately and working independently under pressure. Knowledge of sanctions regimes and the UN institutional structure. Fluency in English and French is required; knowledge of Creole is an advantage. Excellent oral and drafting skills, and proficiency in Microsoft Office applications.
