Organizational Context

The UN Secretariat's Department of Political and Peacebuilding Affairs, through the Subsidiary Organs Branch, manages Panels of Experts. This role supports a Panel established by Security Council resolution 2653 (2022) concerning Haiti, reporting to the Security Council Committee and the Security Council. The expert operates under the guidance of the Committee Secretary and Branch Chief.

Job Purpose

This Finance Expert role is crucial for the UN Security Council's efforts concerning Haiti. The expert will contribute to monitoring sanctions measures, investigating alleged violations, and reporting on non-compliance. This involves analyzing financial activities related to organized crime, illicit resource exploitation, and corruption that threaten Haiti's peace and security. The role supports the Panel in refining designation lists and recommending improvements to sanctions implementation, directly contributing to the UN's mandate for peace and security in the region.

Responsibilities

The Finance Expert will substantively contribute to monitoring sanctions measures and investigating alleged violations or non-compliance related to Haiti, as mandated by Security Council resolutions. This includes reporting on violations and contributing to Panel recommendations for improved sanctions implementation based on investigations and outreach. The expert will compile information relevant to designating individuals and entities involved in illicit activities, such as organized crime proceeds, corruption, and natural resource exploitation. Responsibilities also include assisting the Committee in updating designation lists, cooperating with relevant UN offices and regional bodies, analyzing political developments, monitoring media, and preparing briefings. The role involves participating in investigative missions, drafting correspondence, assessing and archiving information, and submitting an end-of-assignment report.

Work Experience

A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential. Strong investigative and report-writing experience is also required. Experience working in Haiti or the region is desirable.

Skills

Substantive knowledge and field experience in finance and sanctions regimes, particularly concerning Haiti and the region. Strong analytical and research skills. Ability to conduct sound investigations and write high-quality reports. Proficiency in Microsoft Office Suite. Excellent oral and drafting communication skills. Interpersonal skills for working in multicultural environments. Knowledge of UN structure and operations. Ability to work under pressure and independently.
