Organizational Context

The United Nations Secretariat, Department of Political and Peacebuilding Affairs, seeks an expert for a Panel of Experts established under Security Council resolution 2653 (2022). This Panel monitors sanctions related to Haiti and reports to the Security Council Committee. The expert will operate under the guidance of the Subsidiary Organs Branch and the Secretary of the Committee.

Job Purpose

The Armed Groups and Criminal Networks Expert will contribute to the monitoring of sanctions measures and the investigation of alleged violations concerning Haiti, as mandated by the Security Council. This role involves contributing to Panel reports, preparing recommendations for improved sanctions implementation, and compiling information for the designation of individuals and entities involved in activities threatening Haiti's peace and security. The expert will analyze political developments, monitor media, deliver briefings, and assist in strengthening Member States' capacities to implement sanctions, ensuring rigorous methodology and due process in all investigative activities.

Responsibilities

Contribute to monitoring sanctions measures and investigating alleged violations or non-compliance related to Haiti. Report on sanctions violations and non-compliance through updates and reports to the Committee and Security Council. Prepare recommendations for improved sanctions implementation based on investigations and outreach. Compile information for the designation of individuals and entities involved in activities threatening Haiti's peace and security, including those supporting criminal activities and violence. Assist the Committee in refining and updating information on designated individuals and entities. Cooperate with relevant UN offices, regional organizations, and expert groups. Analyze national, regional, and international political developments relevant to the mandate. Monitor media, including social media, on relevant issues. Prepare and deliver briefings on the sanctions regime and Panel activities. Assist in identifying areas for capacity strengthening for sanctions implementation. Contribute to reports adhering to high standards of evidence and methodology. Provide due process to respond to allegations and findings during investigations.

Work Experience

A minimum of ten years of progressively responsible experience in a relevant area, including at least three years of field experience, is required. Significant field experience in post-conflict or transitional situations is necessary. Strong field research or investigative experience, and experience writing high-quality reports are essential. Experience working in Haiti and/or the region is desirable.

Skills

Substantive knowledge and field experience in armed groups and criminal networks, particularly concerning Haiti and the region. Strong analytical and research skills. Ability to develop sound investigative case studies and synthesize information. Ability to handle sensitive information appropriately. Ability to work independently under pressure and resist political pressures. Knowledge of sanctions regimes and the UN institutional structure. Strong oral communication and drafting skills. Excellent interpersonal skills for multicultural environments. Proficiency in Microsoft Office applications; knowledge of database software is desirable.
