Organizational Context

The United Nations Secretariat, specifically the Department of Political and Peacebuilding Affairs, oversees this role. The expert will be part of a Panel of Experts established by the Security Council to monitor sanctions related to Haiti. The Panel reports to the Security Council Committee and operates under the guidance of the Subsidiary Organs Branch.

Job Purpose

This role serves as an expert on the Panel of Experts, contributing to the monitoring and investigation of sanctions measures and alleged violations concerning Haiti, as mandated by the Security Council. The expert will gather, examine, and analyze information on arms and related materiel, contributing to reports and recommendations for improved sanctions implementation. The position involves collaborating with various UN entities and international actors, providing analysis on political developments, and assisting in the designation of individuals and entities involved in activities threatening Haiti's peace and security. The role also includes preparing briefings and identifying capacity-building areas for states to enhance sanctions implementation.

Responsibilities

The expert will monitor sanctions measures and investigate alleged violations or non-compliance related to Haiti, focusing on the supply, sale, or transfer of arms and related materiel. Responsibilities include gathering and analyzing information on illicit trafficking networks and assistance to non-State actors. The role involves contributing to reports for the Security Council Committee and preparing recommendations for improved sanctions implementation based on investigations and outreach. The expert will also assist in refining lists of designated individuals and entities, cooperate with relevant UN and regional organizations, and provide analysis on political developments. Additionally, the expert will monitor media, deliver briefings, and assist in identifying areas for capacity strengthening.

Work Experience

A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is necessary, along with strong field research or investigative experience. Experience in writing high-quality reports and proven interpersonal skills in complex environments are also required. Experience in Haiti or the region is desirable.
