ASSOCIATE ELECTORAL OFFICER
Organizational Context
The United Nations Integrated Office in Haiti (BINUH) promotes political stability, good governance, and the rule of law. It supports national dialogue and protects human rights. This Associate Electoral Officer role is within BINUH, reporting to the Electoral Officer and Senior Electoral Officer.
Job Purpose
The Associate Electoral Officer supports BINUH's mandate by contributing to political and electoral developments. This involves monitoring trends, preparing briefings, and advising national electoral authorities on capacity building, legal texts, and dispute resolution. The role also entails compiling reports for Headquarters and supervisors on electoral progress and challenges. Additionally, the position involves implementing programs in areas such as electoral training, civic education, legal frameworks, operations, security, IT development, and voter registration, as directed by supervisors. The officer assists in addressing policy guidance and logistical needs to ensure timely electoral support.
Responsibilities
The Associate Electoral Officer participates in political issue analysis, monitoring trends, and providing input to senior management. Key duties include preparing briefing notes and talking points on political and electoral developments. The role involves advising and building capacity of national electoral authorities, including assistance with drafting legal texts and electoral dispute resolution. The officer contributes to periodic reports to Headquarters and regular reports to supervisors on electoral and political matters. Implementation of programs in electoral training, civic education, legal frameworks, operations, security, IT development, and voter registration is also a responsibility. The role includes advising national authorities on electoral design and implementation, and assisting with policy guidance and logistics.
Work Experience
A minimum of two years of progressive experience in electoral affairs, political affairs, legal affairs, public administration, or related fields is required. Knowledge of the host country's electoral administration and systems is desirable, as is previous professional experience with the Provisional Electoral Council.
